Kelly Norwood is vice president of state and federal regulations for Avista. Norwood was named a corporate officer in November 2000 and was appointed vice president of state and federal regulation for Avista Utilities in July 2002. Prior to that, he served as vice president and general manager of energy resources for Avista.
Norwood joined the company in June 1981 and held positions within the finance and energy resource departments. While in energy resources, he gained experience in resource planning and analysis, system operations, power contract negotiation and risk management. Norwood also has extensive experience in Avista’s retail rate-making process, with involvement in the determination of revenue requirements, cost of service, and rate design, as well as with industry issues such as demand-side management and electric industry restructuring. Norwood has represented Avista before state and federal regulators and legislative bodies on numerous occasions regarding power supply, natural gas and ratemaking issues.
Norwood is a 1981 graduate of Eastern Washington University, with a Bachelor of Arts degree in business administration.
